REG 20 JAN 17

The American Ambassador presents his compliments to

His Majesty's Secretary of State for Foreign Affairs, and has the honour to inform Mr. Balfour that he is in receipt of a communication from the Department of State in Washington, together with certain enclosures, copies of which are transmitted herewith for Mr. Balfour's consideration, in

which the following facts are set forth.

It would appear that Messrs. Getz Brothers and Co.

of San Francisco, California, shipped certain goods to

Messrs. Handelsvereeniging Voorheen J. Mohrmann & Co.,

Macassar, Celebes Islands, and that these goods were detained by His Majesty's Authorities at Hongkong.

In view of the statements contained in the correspondence transmitted herewith, Mr. Page has been instructed by

his Government to request that Mr. Balfour may be so good

as to institute an enquiry into this matter; and, if the

facts should prove to be as represented, to cause to issue

such orders as would bring about the release of the goods

which have been detained, and their delivery to the concern

above mentioned or its agents.

LONDON, January 9th, 1917.
